[TSVN] TBlame has a wrong "help string".

Hi all...

I tested it in TSVN-1.4.0-r6970. nightly build.

If TortoiseBlame is executed directly without arguments.
TortoiseBlame shows the error message.(I attached it).

TortoiseBlame.exe blamefile [[logfile] [viewtitle]] [/line:linenumber]

But If TortoiseBlame is executed directly with only one argument(blamefile),
TortoiseBlame doesn't work.

So I think that
This is a bug or "Help string" is wrong.
