More IDiff observations

In vertical mode (one above the other) the pane splitter does not remain
central when you resize the window. This works in horizontal mode.

The mouse pointer does not change to a resize pointer when you move it
over the window edges. Resizing works fine, it's just hard to see when
you are in the right place to grab.

Changing modes sometimes loses the scrollbars. eg. diff
TortoiseSVN/doc/images/en/tortoisemerge_logo_hor468x64.png and
TortoiseSVN/doc/images/en/tortoisesvn_logo_hor468x64.png

Set 1:1 scaling to get some horizontal scrollbars. Switch to blend mode
and back; left pane scrollbar disappears. Click on 1:1; left scrollbar
re-appears, but it's greyed out. Resize window or fit image to window to
get it back. 1:1 again. Switch to vertical mode and back; both
scrollbars disappear.
