OK, I think I found a hint. In the stats page, the first statistic is
the number of weeks. If that value is >= approx 20 then you get months
displayed. But that is the number of weeks which contain commits, not
the number of weeks covered by the graph. The repo I was looking at had
long periods of inactivity in the middle.

Try getting a graph for TortoiseSVN/test.

Also, showing week number or month number or quarter is only helpful if
you also show the year as well. If the graph ends in month 6, you can't
tell from the graph if that is June this year, last year or whenever. I
suggest adding another line of text between the week number and the axis
label to show the year(s). Aligning could possibly be tricky, but just
putting in the start and end years would be better than nothing.
