Of course Steve is not putting out releases without testing them. They
are tested on trunk (currently in preparation for the 1.4 release).
Bugs that are found and that also appear in the 1.3.x branch are fixed
and tested on trunk and then merged to the 1.3.x branch.

And this specific bug may not be so apparent as you think, because
most people are used to committing folders, not individual files. So
the case where you select multiple added files to commit is not that
common (or at least it was not considered that common until the flood
of crash reports appeared).
