Thanks for the report. I can reproduce the bug very easily thanks to
your example with a public file/url.

The problem isn't in TSVN though. The svn.exe built together with TSVN
(it's also in the nighly folder) shows the exact same behaviour.

I'll report this on the Subversion mailing list.
