Thanks for the patch. Committed in revision 6748.

You could use the free VC-Express from Microsoft. You can't compile
TortoiseProc or TortoiseMerge with it (it doesn't come with MFC or ATL),
but you can compile TortoiseBlame and TortoiseIDiff with it just fine.
