Even if you install TSVN per user, that still means that if another user
installs it too, that user will just *activate* the already existing
installation of TSVN for himself.
A 'per user' installation doesn't mean that the installation is
*private* for the user only, but it means that it is only activated for
that user.
MSI does this that way, and right so. Otherwise you could end up with
multiple installations of the very same application.

Do you have any problems with registry keys? Or why do you suddenly
check every single key TSVN creates?
