Properties help

Hi Stefan,

Now that you have removed the properties editing from the explorer file
properties tab, the help is not quite right. The properties tab does not
respond to F1, and there is no help button. The properties dialog shows
help for the property tab. I think we need 2 separate HIDD_* help page
references here, and then I need to update the help file to handle the
split into 2 dialogs.
