I can reproduce it (or something similar) with TortoiseSVN 1.2.6, but
it only happens in certain conditions:

  1- show the log for a file that has been copied at least once
  2- uncheck "stop on copy/rename" and do a "show all"
  3- select a revision after the copy - the file appears related (OK)
  4- select a revision before the copy - the file appears unrelated (BUG)

The environment is Windows XP, svn:// protocol, from either a working
copy or the repository.
