Nah, as good as I am in spamming the dev-list, imagine what the issue-tracker would look like. ;-)
 
But maybe you cold add:
If the mouse pointer is hovered over the warning icon, the following text should appear in a balloon help:
"Acquiring a lock for this file will NOT prevent others from editing it in their working copies. To enable safe locking please set the 'svn:needs-lock' property to '*' on files that need locking."
As a comment to the issue?
