What do you think about this idea --
When a user locks a file, tortoisesvn simultaneously sets the
"needs-lock" on that file. When the user unlocks, it automatically
takes off "needs-lock."
This behavior could be made optional with a checkbox in the tortoisesvn
settings. Personally, I would use it and habitually set that checkbox
for all my users.

I would like to make the feature request a little more detailed:
If a user brings up the "Lock Files"-dialog with one or more
files that lacks the "svn:needs-lock"-property, a warning icon should be
shown in the same manner as for externals selected in the commit dialog.
If the mouse pointer is hovered over the warning icon, the
following text should appear in a balloon help:
"Acquiring a lock for this file will NOT prevent others from
editing it in their working copies. To enable safe locking please set
the 'svn:needs-lock' property to '*' on files that need locking."
