1.3.3 "busy" message in commit dialog

I have noticed that, since upgrading to 1.3.3, when I am committing a
change from a very large WC and TortoiseProc is busy figuring out which
files with which to populate the "changes made" list, it now gives the
"No changes have been made; there's nothing for TortoiseSVN to do here"
message instead of the "Populating list; please wait" message (I have
paraphrased these).

Sorry if this is a known bug but I couldn't find mention of it on the
list. I have noticed this behavior on 2 separate computers which I
recently upgraded to 1.3.3.
