I don't think it's that complicated. There's already such a script in
the Subversion contrib folder, which you have to adjust only slightly.
Change it to use a foldername (the one you want to block) and read
that foldername from a global file.

Also, don't forget that by locking every single file in a branch, you
don't block users from committing! Only the files are locked, not the
folders. Which means that a user can add new files and folders without
any problems on that branch!
