Well, ofcourse they don't need to write a hook script themselves
everytime they want to lock a SVN folder. It would be possible to write
a generic hook script that locks a SVN folder. This script could then
get its data (the folders to be locked) from a database / config file.
You could then provide the team leaders / project managers with a nice
GUI/wizard application that updates the data in the database / config
file.

It's all up to you ;-)
