[bug] tsvncache hangs on to file handle

Bug report against r5368.

Scenario:
"D:\Documents\Visual Studio Projects" is a versioned folder.
"D:\Documents\Visual Studio Projects\ConsoleApplication1" is not versioned.

I did this:
1.) Right-click VSP folder window, click 'commit'.
2.) While TSVN is working, ALT-TAB back to VSP folder window and
shift-delete ConsoleApplication1.

Everything beneath ConsoleApplication1 is correctly deleted, but the
directory itself is not. Reason is that TSVNCache holds on to a file
handle to the ConsoleApplication1 folder.

Screenshots attached; taken a couple minutes apart.
(10 minutes has passed now and TSVNCache still has a hung file descriptor.)
