I know it can be done through the TSVN settings, but unfortunately it
looks to be a global setting on each PC.

Some of the devs want this setting enabled for the game data that we
keep in version control, but I do not want it set for the source code
that we have under version control for the reasons you gave above. All
of the programmers will be using both the source code repository and the
game data repository on the same PC, so how do we have the
use-commit-times feature enabled on one repository and not on the other?
