Change svn2html stylesheet to support named anchors

I sent Arthur de Jong, the author of svn2cl a patch, so that the revisions
have named anchors.
This has been applied and will be available in the next release.

Stefan, could you please also apply it on your build machine. It make
referencing revisions a bit easier:
