Can't select 'file' to merge from in repo-browser

If I want to merge changes for an individual file, I right-click on the
file in explorer and select merge. The merge dialog appears. I then
select the '...' for the form URL which displays the repo-browser.

If I browse and select the file I want to merge from, the merge dialog
still only picks up the parent folder as the URL and I have to manually
enter the file name. I'm sure in 1.2.x it used to pick up the full URL
of the file selected in the repo browser.

Using 1.3.2.5840 on Win XP Pro.
