Looking good bu perhaps only partially fixed.
I'm testing on Win2K rev 1.4.0. r5998

Open "Check for modifications" on a WC containing a couple of changed
files, with some unversioned files present and displayed.
Right click and no menu is shown. (Good)

Select a modified file and right click. (on the file).
The full list of allowed actions is shown. (Good)

Move away to the white space and right click there.
We now see Revert, Delete, GetLock.

So maybe they need to be hidden when nothing remains selected too.
