I assume you're using the 1.4.x nightly, not the 1.3.x one?
Can you check your registry:
HKCU\Software\TortoiseSVN\LanguageID
if it's there (or a key with a similar name), remove it and try again.

That's the only thing I can think of right now. I'm at work and don't
have access to the TSVN sources from here :(
