So the UI switches to chinese?
Does the Chinese chm file open, when you double-click it?

Maybe there's a small problem with the name of the help file. I can imagine
that TortoiseSVN only searches for a help file with a two character code,
like '_zh' and not for 'zh_CN', but that's just a guess.

There are currenly no nightlies available, so I can't test the installed
