Directories with name starting with an underscrore never seem to get an overlay

Hello,

To all practical purpose the directory is handled correctly. And the files
inside the directory do have the correct overlays
Only directories starting with an _ seem to get handled differently, and are
just never displayed with an overlay.

Files starting with an underscore are not affected.

I can't tell you since when this happend, as this is the first tortoise I
installed

Version I have is TortoiseSVN-1.3.1.5521-svn-1.3.0.msi
Subversion server 1.2.3dfsg1-3 running on Debian; hidden behind apache2.0
