Does cleanup not follow externals?

Hi Folks,

Today I had the following strange encounter: (TortoiseSVN 1.4.0, Build 5744
- 32 Bit -dev)

1) Update TortoiseSVN WC
2) Message "could not update .../.tmp file" (happens every now and then on
my PC)
3) Run cleanup on the WC root -> cleanup finished
4) Update TortoiseSVN WC
5) Message ".../neon locked, please run cleanup"
6) Run cleanup on the WC root -> cleanup finished
7) Update TortoiseSVN WC
8) Message ".../neon locked, please run cleanup" Why the heck, I just did
that...?!?
9) Run cleanup on ext/neon -> cleanup finished
10) Update TortoiseSVN WC
11) everything fine

So back to my question: "Does cleanup not follow externals?"

I think it should...
