BUG? TSVN menu appearing twice (1.3.1, Build 5521 - 32 Bit)

I am getting two entries for TSVN in file menu only when I select
a file and then click on File menu (FileMenu2Times.JPG). However, I
get only one entry if a folder is selected (FolderMenu1Time.JPG). The
right click context menu shows no problem with file entry
(FileContextMenu1Time.JPG).
This might be a configuration problem with my system (Windows XP
SP2 + All patches) but I am pretty sure this is not a feature :)
