That should please those people who complain about TSVNcache crawling
everywhere when they have only 1 WC :-)

In FileZilla server they have a similar arrangement, and there the
exclude box comes first and the include box underneath. That seems (a
little) more logical to me, as you can specify a primary exclusion and
then secondary inclusions to opt back in again.
