Why not? TortoiseSVN 1.4.0, Build 5730 - 32 Bit -dev certainly allows
one, after selecting 1 or more modified files then right click and
bingo, up pups the commit dialog.
I think there was some discussion about whether the menu item commit
should show if no files have been selected. It's caught me a few times.

Why?
When I'm on the laptop, away from home and a hard connection I don't
want the damned thing trying to dial out every so often. One of the
great things about svn and TortoiseSVN is that it is really good at not
needing to connect except for
a few actions, such as update, commit, and fetching log messages.
