Now
TortoiseSVN 1.4.0, Build 5730 - 32 Bit -dev
Subversion 1.3.0, on Win2K.

Once the graph is displayed, the up/down arrow keys don't move the
scrollbar. The screen flashes a bit but zilch moves.
Combinations tried
Up or Down
Ctrl+ Up or Down
Shift+ Up or Down
Alt+ Up or Down
etc
