What version of Windows? Did you re-install Windows or do a update and/or
repair after replacing the MOBO/CPU? If not, I suggest you do. There are
definitely different kernel components required when moving from single- to
multi-CPU configurations.
If you've done this already, I don't have any ideas for you - sorry.
BTW, I've been running TSVN on a P4/3.2G for a long time (as have many
others, I'm sure) without problems, so I doubt there is something about
Tortoise that isn't MT/HT capable.
