[BUG]Simplified chinese characters display under japanese windows

I installed TSVN1.3.1 Build 5521 under japanese winxp sp2, and
installed the LanguagePack_1.3.1_zh_CN.
The chinese characters on the "settings" dialogs display incorrectly,
and it seemed the log view dialog also has this problem.
