[TSVN]: TSVNCache seen crawling network drives despite not selected in settings.

Hi Stefan.

While setting up to test the changes in r5629 re- disconnected drives
and deleted files freeing unused cache memory I noticed that TSVNCache
can be seen crawling network drives despite that option not being
selected in settings.
Is that intentional? It's a very slow process so anyone on a large
network with many shares might suffer needlessly.

Recipe
Machine connected to network with Windows "shared" drives.
Open TSVN setting dialog, Icon Overlays.
Uncheck "Network Drives", Apply.
Restart, just for good measure.
On restart, view TSVNCacheWindow .
Without starting Explorer see network drives being crawled, regardless
of setting.
