Still dysfunctional in rev 5543 1.4.0

Now the folders relative to the root are missing.
So where you have multiple changes in multiple folders, obviously one
selects the highest common folder (preferably the WC root folder) and
then generates the patch.

I'm getting the impression this wasn't tested.
