[TSVN]: Create Patch generates absolute path.

Hi

Scenario.
Recent nightly, approx 5551, was other machine 300K away.
Modified working copy, adding files, deleting files, modifying files.
Created patch & submitted so authorized person could apply to their WC
and then to repo.
Answer came back Patch contained absolute path F:\downloads\etc etc.

Why is this so? Should it not just be with ref to the WC folder used
when creating the patch? Patch cannot be applied because the other
user's paths are totally different.
