TSVN 1.3.1 with Env Var(SVN_ASP_DOT_NET_HACK) not registering as checked-out

I downloaded the newest 1.3.1 version and set the env var to "1" (the
instructions said "anything") and did a checkout on a repository. When
it was finished checking out, no icons appeared and the directory that
it was checked out under did not know that it was under svn control.
The only options that TSVN gave me on the "checkout" directory were:
Repo-Browser, Export, Create Repository Here, Import, Help, Settings,
About.
 
We ran into the "Refreshing project failed." error due to the .svn
directory issue and we were trying to fix it with the new version. Any
help would be appreciated.
