Just to say that this bug(?) I reported in May last year is still
present in the current TSVN 1.3.0 release.

Start --> Run... --> svn:http://tortoisesvn.tigris.org/svn/

gives you this:

Microsoft Visual C++ Runtime Library
Assertion failed!
