I believe this behavior is contextual now. At least in my setup, which
is identical to yours, it is. If you right click on a file that isn't
changed, then you don't get the diff. There is nothing available (in
that context) to diff against.
Try checking out a file, opening it, making a change, closing/saving it,
then right click. Diff should be there.

There is no 'Diff' commands in the context menu, when clicking on a

disappeared at the moment I installed 1.3.0 or at later stage so I

installation. Today,
I removed and installed again version 1.3.0 but the 'Diff' commands did
not
appear. In short, what is shown in TortoiseSVN help
(http://tortoisesvn.sourceforge.net/docs/release/TortoiseSVN_en/ch05s09.
html) is
not available in my installation.
Now I can still use 'Diff' commands but via log message screen and can
do my
work, but this is a bit uncomfortably if is done often.
Please any comments ?
