[TSVN] Minor bug, The default value of TBlame for WC is not valid.

Hi all.

I used TSVN-1.3.0-r5416 release version.

When I execute TBlame for the file of WC,
The value of "To Revision" is not "HEAD revision" but "Revision",
and The "Revision" number is zero.

I think that The "Revision" value should be BASE revision number (not HEAD rev number).
