Attached patch doesn't work

Hi Folks,

When I try to apply the attached patch (using TortoiseSVN 1.3.0, Build 5377
- 32 Bit -RC2, just downloading the official release...), the resulting file
is empty. I copied the patch into the "Languages" directory and applied it
using the right-click context menu from there. The result is the same if I
select "apply patch" from the parent folder and load the patch file through
the dialog.
