Do I really need Admin Privs to install TortoiseSVN 1.3.0?

I've downloaded the lastest 1.3 release, and when I go
to install it, it stops straight away because I don't
have admin privs.

This happened to me in the last release, and it was
subsequently updated to allow non-admin installers to
install the software.

Is this no longer the case?
