[BUG] Create Patch with prop-changes on parent dirs

Hi dev (Steve),

I just ran into a bug in 1.3.0RC2 (which already existed in 1.2.6)...

WC-Layout:
=========

  [folder1]
      |
       -- <file1>

Recipe:
======
  1. Modify <file1>
  2. Modify properties on [folder1]
  3. "Create Patch" on [folder1]
  4. Select [folder1] and <file1>
  5. Save patch file

Result:
======
  Patch file does include *twice* the modifications on <file1>!

Using the cmdline client (1.2.3) "svn diff > patch" does work as expected.
