Installing TortoiseSVN without admin rights not possible

Hey folks,

I'd like to install TortoiseSVN for the currently logged on user only,
but I don't have administrative rights. It shouldn't be a problem to
install shell extensions for the current user only, so I'm wondering if
TortoiseSVN already can handle it and if it's just the installer asking
for admin rights even though they wouldn't be necessary.

I'd appreciate some feedback on whether there are blocking bugs.
