Windows installer service to old to install 1.3.0 RC1

I am trying to upgrade my 1.2.x TortoiseSVN to the latest 1.3.0RC1 version.

Upon opening the .msi file, an error window appears with the text:
"This installation package cannot be installed by the Windows
Installer service. You must install a Windows service pack that
contains a newer version of the Windows Installer service."

It would appear I need Windows XP SP2 to install the newer Tortoise.
However, I am using a corporate laptop (XP Pro) and SP2 is not being
rolled out for some time on many corporate machines.

I have checked the issue tracker- there is no similar bug entered.

This means I cannot run the newer 1.3.0RC1 series on most of my
available Windows machines.
