Thanks for your works.

I tested it with TSVN -r 5340 nightly build.
The First problem(the peg revision of TBlame) is fixed. thank you.

But second problem(notepad.exe) was not fixed.

After testing, I found that this is not the problem about peg revision.

I tested TBlame with follow files.
( I tested it in HEAD revision, and didn't change any revision of TBlame settings.)
http://tortoisesvn.tigris.org/svn/tortoisesvn/branches/x64/build.txt -> It is executed with notepad.
http://tortoisesvn.tigris.org/svn/tortoisesvn/tags/version_1.3.0RC1/build.txt -> It is executed with notepad.
http://tortoisesvn.tigris.org/svn/tortoisesvn/trunk/build.txt -> It is executed with TBlame.

The file in branches or tags is not executed with TBlame.
It is executed with notepad.
But the file in trunk is executed with TBlame.
