VC Express update

Hi folks,

I have finally got VC++ Express working and have updated the build
system slightly to enable it to work. Build.txt outlines what you need
to do. As has been stated previously, you can only use it to build the
subversion libraries, SubWCRev.exe and TortoiseBlame.exe.

Apologies in advance if this has broken the normal build process.
Hopefully the nightly update will already have finished.
