Perhaps as a feature we could get TSVN to read language packs and
dictionaries and other support files from a user's profile directory?

I'll submit a patch to get the installer to create a blank hierarchy in
<%USERPROFILE%\Application Data\TortoiseSVN\>
like
  Dictionaries\
  Language Packs\
with an attribute set in their WiX to not remove them on uninstall,
ever? I wonder if it's possible to provide the option for a user, on
uninstall, to keep or remove their settings directory? I'll find out.
