Yes and yes. It isn't needed anymore.
It was there because Subversion < 1.3 would fetch always *all* log
messages, even if '--limit=100' was specified. Because it couldn't
interrupt the network transfer.
Now with Subversion 1.3 and neon 0.25.4, this works, so the option isn't
needed anymore.

And yes, tigris.org is still hosted on a 1.1 server.
