"Check for newer versions" feature does not work

I don't know whether it is because I use TortoiseSVN from behind a
proxy (which is set up in TortoiseSVN as I use SVN repositories
available on the Internet), but the "Check for newer versions" does
not work as expected:

- It display nothing following the static text "current version is: "
- It reports that the installed version is up-to-date (which was
false: installed release 1.2.1, current release is 1.2.6)

The issue occurs with 1.2.1 as well as with 1.2.6
