I could be wrong, but I do not believe that TortoiseSVN communicates with
or launches the SSH client in any way. TSVN executes some Subversion
library function and svn then uses your SSH client as needed. Perhaps
TSVN can look at how SVN launches the SSH client and from that figure out
a way to control it, but otherwise, I believe Subversion would need this
feature.
