I think it has nothing to do with how SVN scales.
Currently C.Michael Pilato is working with the tigris.org OP's to find
out why the TSVN repo gets wedged that often (btw: it's down again!).
He suspects that it's the fault of ViewCVS and tigris.org using an old
version of Apache/SVN. If a user browses the source with ViewCVS and the
connection times out, then Apache sends a SIGTERM, which can cause BDB
wedges.

And with non-central repos you have other problems like difficult
merging, not knowing which repo is the 'real/official' one, ...
