Bug: NTFS junctions handled poorly

This bug pertains only to working copies stored on an NTFS drive.

If you create an NTFS junction to a directory managed by SVN (an
in-bound junction), the junction will have the status of "obstructed"
rather than what is the actual status.

This bug does not involve junctions within a working copy going to a
normal directory or directory in another repository (an out-bound
junction), or junctions to another directory in the same repository
(internal junction). This also does not involve hardlinks at all
(in-bound, out-bound, or internal).

PS- I don't know if the terms "in-bound", "out-bound", or "internal" are 
generally used in discussions like this.
