A user _can_ explicitly add files that match the svn:ignore patterns. So
such files are _ignored_ by the svn import, svn add, and svn status
operations, but they are not _excluded_ from Subversion operations.

That makes me believe that the consistent term should be 'ignore'.

Shouldn 't these two messages use the same wording, i.e. "global ignore"
og "global exclude"?
